Front Side Development Ltd, having the headquarters in Mihail Kogălniceanu, intends to trick the financial crisis and develop an unusual project.
Next summer, the Italian owners of the
company wish to start developing a residential project instead of the former
poultry farm from Mihail Kogălniceanu village. The clients will be mostly the
families of the soldiers in NATO base, says the company's administrator. Front
Side Development representatives asked Constanţa Environment Protection Agency
to elaborate a Detailed Urbanism Plan in order for them to be able to carry out
the project "Building destination change into residencies and offices". "The
theme of our programme drawn up for our beneficiary describes the change of the
old Poultry Farm no 1, including ground floor buildings, but also first floor
buildings", state the documents; this means that the old poultry centre will
not be demolished and the residential project will be developed in the
buildings in which the fowls lived once upon a time.
Garden in the poultry filter
The documents handed in to the
Environment Protection Agency state that the duplex apartments are projected in
the former poultry building blocks C1-C6, the commercial areas will be located
in the ex-incubator C7, and the garden will be found in the former poultry
filter. The 28,232 m2 area will also include an annex placed in the
former shed of the farm. The next generation residence project, as the legal
representative of Front Side Development calls it, will also have a tennis
field, where the inhabitants will be able to relax, and a pool. About the
exterior improvements, the Environment Protection Agency documents specify that
there will also be parking lots, driving and passenger alleys, decorative
floors and playgrounds. An area of 6,720.24 m2 is destined to grass
and flower patches.
222 parking places
The area will be accessed from the National Road 2A. The North-West and South-East sides neighbour the private property of Ceres SA company, the South-West side borders some private properties within Mihail Kogălniceanu village and the National Road 2A, and the North-East edge backs on another private property having a dejection basin.
As already mentioned, the farm will
not be demolished, but the buildings will be seriously altered. The Environment
Protection Agency documents explain that the buildings will be consolidated and
split, some walls will be totally or partially pulled down and new ones will be
built so that 14 duplex apartments could be delimited. Used waters outlet will
be done by a water purifying station, presently under construction, in the
North-East part of the area. The investors have also projected 222 parking
places, out of which 156 places in the open air and 66 garages.
"I know that you can feel the smell from a distance"
The university professor dr. Virgil
Breabăn, the dean of Construction College within Constanţa Ovidius
University, was contacted,
three years ago, in order to carry out an expertise. It was just talking. According
to the professor, although the specific smell is impressed on the walls and on
the land around the farm, there are ways for the new inhabitants not to be
discomforted by this aspect. "I know that you can feel the smell from a
distance, but the wall coating will be replaced and buildings will be hygienic..."
said the dean of the Construction
College.
The clients - the Americans from NATO base
The beneficiary of this project is Front Side Development Ltd, having headquarters in Mihail Kogălniceanu. According to Commerce Registry Office, the company was founded in 2007 and its main activity area is real estate buying and selling. Luigi Testa from Naples is the legal representative of this company. He is associated to Augusto Lombardi, Antonello Accurso, Vicenzo Gentile, Francesco Festa. The same Luigi Testa is the legal representative of Industrial Warehouse Development Ltd, with headquarters in Mihail Kogălniceanu. The company, set up in 2004, deals with real estate development projects. Paolo, Bruno and Giovanni Sarnelli, Festa Francesco, Ray Lubrano, Schiano di Cola Ciro and Domenick Attilio Lumbo Pa are associated to Testa in Industrial Warehouse Development Ltd. Euro Group Construction Ltd, also from Mihail Kogălniceanu, was founded in 2005 and is the third company in which the legal representative is the Naples Italian. He is the owner of this company, together with Germano Lanzillo, Antonio Festa and Antonello Accurso. Rural Services Ltd and Nuova Iniziativa Kogălniceanu Ltd are another two companies having Luigi Testa as legal representative.
According to the Italian, the works will start in the summer of this year; presently there are carried out infrastructure works, water purifying facility works and expertises. He says that he is not affected by the world crisis and estimates that, against the global recession, he will have plenty of clients. The first in line will be the families of the NATO base soldiers, but also delegated foreign enlisted men, which will meet at Kogălniceanu base. Testa believes that the residencies will be filled up, as he will adopt a low price policy. "A home ready to live in will cost between 80,000 and 90,000 Euros", said the Italian.
