Mazare - Ceacareanu brotherhood and the traffic lights

Marca Telecom is the same company that dealt with traffic lights maintenance in 2008. The name of Ceacâreanu, one of the owners, is found in the files of property transfer back, in which Mazăre   the mayor is also investigated. 

Constanţa municipality continues the collaboration with the same company that maintained the traffic lights last year. In a previous edition, we disclosed the fact that SCIL Confort Urban [Urban Improvement] Ltd, having as unique owner Constanţa Local Municipal Council, was preparing to contract maintenance services for urban signalling systems. We also said that it might be possible that the auction should be won by the same company that had this job last year. And of course our suspicions have been confirmed. The contract for traffic lights maintenance and repairing was assigned on 16^th of March to the company we have anticipated that will get these services for 2009: SC Marca Telecom Ltd Bucharest.

Confort Urban received three bids, but it seems that the Bucharest company offer was the most convenient. Besides, the company complied with all criteria included in the auction call advertised in the Electronic System of Public Acquisitions, where it was stated that the bidders should have at least another similar contract valuing 450,000.00 lei - and this condition was met by Marca Telecom thanks to the last year contract with the municipality.

They lowered the price

According to the assigning announce, the criterion on which the winner was chosen was the most advantageous offer from an economical point of view. The estimated value of the contract was 450,000.00, including VAT, the sum of the assignment being 411,565.00 lei, including VAT (4.11 billion old lei). We should mention that last year Marca Telecom received for this ten month long contract more than 4.5 billion lei. Because of the crisis, this year Marca Telecom have lowered the price a little. The company will have 35 traffic lights crossroads, 25 flashes for pedestrian crossing and 10 radars, all the ones owned by Constanţa municipality.

The owners of Marca Telecom are Mihai Sergiu Ceacâreanu and Liviu Gheorghe Puşcaru, the former being also the legal representative of the company. Starting from 2007, the company has had a work centre in Constanţa. Puşcaru and Ceacâreanu were also associated to 5 Taiwanese within Kimo Telecom Ltd: Yang Li-Mei Wang, Chen-Hsiang Wang, Chien Kang Road, Li-Hsia Yang and Hsin Yi Road Taipei. 

Investigated by DNA, next to Mazăre and Borcea

The name of Ceacâreanu, one of the owners, is found in the files of property transfer back, in which Mazăre   the mayor is also investigated. According to the press release at that time, the prosecutors within the National Anticorruption Directorate sent up for trial, on 28^th of October 2008, 37 indictees for illegal assignment and transfer back of lands in built-up areas of  Constanţa, Mamaia, the beach and the sea front, which would have led to a prejudice of about 114 million Euros (out of which 77.77 million Euros being the prejudice against the state and 36.16 million Euros the prejudice against Constanţa municipals).

Among the accused, we will find the mayor of Constanţa, Radu Mazăre, the president of the County Council, Nicuşor Constantinescu, the executive of Dinamo sports club, Cristi Borcea. These three, together with the rest of the defendants, are accused of malfeasance against the public interests, and obtaining real advantages, having special consequences, forgery and association for the purpose of committing transgressions.

Buyer of successional rights

In this file there are involved some rightful inheritors of the persons entitled to receive those lands, Elena Ştefănescu and Laura Mariana Leşe, but also the transferees buyers of successional rights, among which we find Ceacâreanu. So, the transferees who bought the successional rights from the inheritors which, according to the indictment, could not become owners, as stating the document of inculpation, are: Viorel Pană, Valentin Gheorghe Ionescu, on behalf of his company Habitat and Ambient SA, Cristian Borcea and Mihai Camboianu, Bogdan Gabriel Sandu, on behalf of company Holland Development Group SA, and Daniel Ene, Marius Puscaşi, Carmen Puscaşi and Mihai Sergiu Ceacâreanu, as natural person and on behalf of his company at that time, New Home Construct SA.

Besides owning parts of Telecom SRL, Ceacâreanu is also involved in Inclusive Nistor SNC, Trinity Investments SRL, Trinity Holding SRL, Krater SRL, Noco Electra SRL and Kimo Telecom SRL.
