Yesterday, the President of the County Council Constanta, Nicusor Constantinescu, was taken into custody by the National Anticorruption Directorate (NAD) prosecutors. According to a NAD press release, Nicusor Constantinescu allegedly produced abuse of official capacity against public interest and 21 abuse of official capacity against personal interest. The complaint against the president of CJ Constanta was recorded on November 1st, 2012 as a result of a criminal complaint filed by the Romanian Court of Accounts, NAD says.

The Anticorruption prosecutors decided yesterday to take Constainescu into custody after the hearing. The Constanta County Council President will be presented, today, at the Bucharest Tribunal, with the proposal of preventive arrest.

Nicusor Constantinescu was taken to the headquarters of NAD in a van, yesterday, by the Anticorruption prosecutors, after they executed search warrants at his residence, at the County Council headquarters and at the County Department of Roads and Bridges Constanta in a file regarding corruption offenses.


Between 2011 and 2013, Nicusor Daniel Constantinescu, the President of the County Council Constanta, refused on several occasions to present the auditors of the Court of Account the documents and information requested, thus obstructing the undergoing of 3 controls scheduled by the institution.

This way, the activity of the Court of Accounts was obstructed and made impossible the accomplishment of its main activity, the check up of the way public finances were used.

Between 2007 and 2014, the President of the County Council Constanta did not observe the legal provisions regarding the issuing and extension of 12 urbanism certificates and construction authorities for some wind generators and units, requested by two commercial companies, thus bringing damage of approximately 30,000,000 euro.

Moreover, after the courts issued nine decisions, between 2008 and 2011, as the President of the County Council Constanta to proceed to release those documents, he refused the enforcement of the decisions within its remit.
