Who wants to destroy the Casino from Mamaia Resort?

The beach in that area appears in expert's report from National Anticorruption Directorate concerning the retrocession file. In this file Mazare & Co are defendants.

The businessmen group who laid hands on the Casino from Mamaia Resort has great plans for the edifice built in 1934.

In a project handed in at the Environment Protection Agency it is requested the environment agreement for "partial demolition for building S+P+1-3E+E4 (basement +ground floor + 1-3 floors + 4^th floor) with a 1,710 square meters area. Obviously it doesn't say where those 1,710 square meters are placed. But, eventually, the reference material uncovers the fact that the mentioned area is in Mamaia Resort, more precisely the Casino Centre. The beneficiaries are SC Mehmetoglu SRL, SC Best Hotels & Tours SRL and SC Progetto 2000 România SRL, well-known companies, leaded by individuals with an entire business history behind. In other words, the three companies want to eliminate the buildings existing on the 1,710 square meters area. More specific: demolition?

"Just a border"

On the studied land, there is a building S+P+1-3E+E4 with 1,710 sqm area. "Because one part of this building doesn't consist with beneficiary's request, this part is going to be demolished" says in the report signed by Blue Terra Consulting and Kalinia Proiect.

To make clear the first aspect, regarding demolition, we talked to Felix Arsene, head of Kalinia Proiect and one of Mazare's Administration favorites architects. "This is not about any Casino demolition. It is about demolition of a border. There is a beneficiary who tries to bring the Mamaia Casino into the 21^st century", said Arsene. Later, the architect's opinion was contradicted both by the project from the Environment Protection Agency and the environment evaluation agent Adriana Stelea, director of Blue Terra Consulting.

In the report from EPA, it is mentioned that the land consists in 2 plots: "Plot no. 1 of 10,356 sqm owned by SC Mehmetoglu SRL and plot 2, of 11,890 sqm owned by SC Progetto 2000 România SRL". So, the entire area has 22,246 sqm. The same documents state that the S+P+1-3E+E4 building occupies 1,710 sqm of the total 22,246 sqm and its neighbors are the beach and the promenade alley. "The beneficiaries want partial demolition of this building in order to give it another function. They want as well to tare down some access points as stairwell, doors etc. and some walls inside the building, so they can redivide and bring it up to date afterwards" says also the documentation.

Even the height level won't be the same, considering that the present area is 10,820.50 sqm and the proposed one is of 9,111 sqm.

"During the demolition of ground floor all the precaution measures will be made so that demolition won't become a source of contamination for the neighbors. The building site will be enclosed to avoid the construction materials to get into surrounding areas, respectively on the beach near the building. Demolition works imply making strong noise but those will be temporarily and they are inevitable when executing this type of works". So, after all, is not exactly just a border, is it?

Is it or not on the beach?

Adriana Stelea, director of Blue Terra Consulting, says there won't be modifications to the actual Casino building but "to a nearby terrace which is going to be demolished". However, in the papers there is specified that "the demolition works will be fallowed by rearrangement works of the building and those works are subject of a separate project". After realizing that we know those details, Adriana Stelea reconsidered and declared the exterior of the Casino won't be affected by those works and that the works following the demolition are interior works consisting in reorganizing the space". We continued by telling her that the documentation stipulates also demolition of access points (stairwell, doors etc.). Again, Adriana Stelea added this will also be submitted to changes. Finally, from the border of architect Felix Arsene we've come to demolition of a terrace, demolition of stairwell and rearrangement of the entire Casino building. And that, without counting the fact that the environment expert considered the building is not situated on the beach, in spite of many others documents which state the contrary, in different periods of time, and this way Adriana Stelea excluded the Casino building from the water-faunistic special protection area.

The environment documentation only says: "the building S+P+1-3E+E 4 going to be partially demolished is situated nearby the Black Sea, declared as water-faunistic special protection area, and that's why it is necessary to enclose the building site and the waste product must be temporarily deposited in a purposely built space away from the beach. It is very important that the demolition works on existing building S+P+1-3E+E 4 not to be made between May 15 and September 15, because in this period it is forbidden execution of preparing, repairing and cleaning works of buildings, repairing streets and sidewalks works, according to the laws regarding some protections and authorization measures for construction on the Black Sea cost area". Only words...

City Park Mall Connection

We started with Arsene's border, came to Adriana Stelea's terrace, stairwell and space reorganization and now we wonder what we would have fond out if we had been able to reach the beneficiaries. Because, like most of the valuable constructions from the piece of world ruled by the successful pair Radu Mazare - Nicusor Constantinescu, Mamaia Casino has also an impressive story. The beach in that area appears in expert's report from National Anticorruption Directorate concerning the retrocession file in which Mazare & Co are defendants. In the document it says "the evaluation of the 22,793 sqm land representing the beach in Mamaia Casino area, cadastral no. 18557, over which Constanta City Hall tabulated its ownership without title "through a evaluation that cause the state a prejudice of 30,314,690 Euro"

Regarding the building, it made the object of a penal file concerning fraudulent transfer of assets, split between Cazino Sud and Cazino Nord. The south share went from Mamaia SA patrimony to Mehmetoglu SRL. The company, established in 1991, has as associates Sorina-Gina Hortolomei Moscu (her name appears in retrocession file, too) and SC Mega Development where the manager is Sorina-Gina Hortolomei Moscu.

Mega Development's associate is Talmage Overseas from Cyprus. Sounds familiar? Talmage Overseas is involved in SC New Home Construct SA, but also in City Park Management, one of the companies behind City Park Mall. Sorina-Gina Hortolomei Moscu is also manager of SC Holland Development Group, the company which bought from the Gardefs the litigious rights over the land from Tabacarie Park where the mall was build. Anyway, this woman appears in almost every business attributed by the slanderous tongues to Mayor Radu Mazare. Her name is related to companies such as Mehmetoglu, Mobitom, Mega Development, Bulevard SA, Aqualand, Millenium Global Development, Clubo Galactic, Galamob and Galatap, but also to individuals such as Costică Zelcă, Gheorghe Oancea and Georgiana Andreea Şerban.

Gheorghe Slabu, from handball to sand

Best Hotels & Tours SRL, owner of Cazino Nord, taken from Mamaia SA too, has as unique associate Progetto 2000 Romania SRL and as manager the Italian Gilberto Bivona. The associate Progetto 2000 Romania presents us the businessman - club president Gheorghe Slabu and SC Progetto 2000 SRL and Italian Designer & Construction SRL, too.

According to an article in "Atac la persoana" publication, from February 8, 2010, signed by Dan Badea, at the beginning, Best Hotels & Tours SRL, had as associate Victoria Bărbulescu, Dan Lucian Victor's mother-in-law, director of Mamaia SA when the sale took place. The article says that lots of money went to mother-in-law's company.

At one time, she drew back from the company and ceded her place to Radu Daniel Apostol and Elena Rădulescu. From those two, Best Hotels & Tours went to Gheorghe Slabu, via Progetto 2000 Romania. Slabu is the president of women's handball club CS Tomis. What would be the interest of Mazare family in the Mamaia Casino demolition "file"?!
