PRM [Greater Romania Party] Senator, Ion Carciumaru, the greatest parliamentarian state pensionPresently, on a general country level, 388 ex-deputies and 183 ex-senators are enjoying special state pensions, as the sums they are collecting set grounds for a careless life.
According to data provided by Constanţa County House for State Pensions, in the data base of the institution there are 13 former parliamentarians receiving special state pensions in respect to their retirement certifications, achieved pursuant to the provisions of Law 96/2006 on the Statute of senators and deputies. For a correct and thorough information of the public opinion, we have to mention that monthly, these former parliamentarians receive a social pension and also a employment pension. Gabriela Voicu, spokesman of Constanţa County House for State Pensions, explained to us that the lowest social pension cashed in by a Constanţa ex-parliamentarian is 1,670.00 lei, and the highest pension value reaches 2,748.00 lei.
As previously mentioned, to these
sums employment pensions are added, that is those special pensions which
parliamentarians thought of and made them pass for their own benefit and which
are paid by all of us. The cumulus of these two values monthly reach sums which
the working people could not even dream of. Practically, the 13 former Constanţa
parliamentarians receive between 4,207.00 and 7,840.00 lei per month.
They get special pensions
According to provisions of Law 96/2006
on the Statute of senators and deputies, the quantum of the special
parliamentary pension is 80% from the parliamentarian allowance, for those having
served at least three integral mandates, 60% for the parliamentarians having
served two integral mandates and 40% for those having been a parliamentarian
only once. According to the lists of those having asked the Chamber of Deputies
and the Senate for retirement certificates, according to Law 96/2006, we have
found in Constanţa Constituency no 14 five former senators and eight
ex-deputies benefiting by special pensions.
The most won out is the former PRM senator, Ion Cârciumaru, having gone through three integral mandates. He is followed by PDSR [Romanian Democrat Social Party] senator Gheorghe Dumitraşcu (activating between 1990 and 2000), the liberal Ivan Sabin, senator during 1990 and 1996, Ion Coja, PDAR [Romanian Democrat Agrarian Party] senator within 1992 - 1996 legislation and FSN [National Salvation Front] representative of 1990 - 1992 legislation, Nicolae Rahău.
The list of former deputies "specially" remunerated includes the names of eight persons and leaves out only one case with half mandate, while the other ones have one entire mandate during different legislations. Marin Anton Mangiurea (FSN) activated in the Chamber of Deputies during 1990 and 1992 and his pension might be smaller than his retired colleagues. Among the local beneficiaries of special pension, we have also found: Feuzia Ruşid from UDTR [Turkish Democrat Union], Ion Hristu (PRM) and Vasile Ionescu from PUNR [Romanian National Unity Party] - all deputies during 1992 - 1996; Andrei Gheorghe from PNŢCD [Christian-Democratic National Peasants' Party], Gheorghe Ariton (PRM) and Nusfet Şaganai from UDTTMR [Democrat Union of Turkish-Muslim Tartars] - all colleagues in the Chamber of Deputies during 1996 - 2000, as well as Ştefan Giuglea (PDSR) - deputy during 2000 -2004.
As a "bonus" offered by Constanţa
Constituency no 14, on the list of the privileged ones there might also be
considered the former deputy Mircea Gheorghe Coşea, who during one legislation,
might have represented the interests of the electors on the sea coast.
Safe from other initiatives
All the individuals previously mentioned seem to have succeeded in finding a secure income for when they are old, as these special pensions will go on regardless of other future legislative initiatives.
Presently, there is a draft initiated by the democrat-liberals, which tries to eliminate these special pensions. Put in February 2009, so far it has been ignored by parliamentary procedures. Even if the legislative initiative is taken into account and obtains the vote of the parliamentarians, it will still not affect the actual beneficiaries of special pensions.
The only way in which these "special parliamentary privileges" could be vanished would be framing a unitary wage policy and this is not likely to happen soon.
