Manuela Guia became Partner within D&B David şi Baias

Bucharest, 23rd of January 2013. Manuela Guia was promoted Partner within D&B David şi Baias, the correspondent law firm of PwC Romania. Manuela will coordinate the team specialized in competition law, public procurement, intellectual property, contract law, multi-jurisdictional tax restructuring and transactions.

Manuela has offered her clients assistance during investigations, inspections and merger notifications, conducted negotiations for commitments, represented clients in front of the Competition Council for all types of procedures, including during Plenum hearings, granted litigation assistance, as well as compliance advice (e.g. through mock dawn raids, good practice manuals, trainings, risk assessments, development of mechanisms and strategies for alignment to legal requirements in light of business specificities, business restructuring models, individual assessments etc.).

Having 10 years of experience within D&B David şi Baias, she was directly involved in in the negotiation and implementation of some of the most complex commitments ever approved by the Competition Council, obtained the first guidance letter ever issued by the Competition Council, as well as one of the few merger implementation prohibition derogation decisions. She has represented a major player on the oil&gas market during the largest cartel investigation undertaken by the Competition Council and has provided assistance and representation in the main dominance (individual and collective) abuse cases assessed by the Romanian competition authority. She has also granted assistance during some of the landmark competition litigation cases in recent history, having obtained the cancellation or the significant mitigation of some of the highest fines ever applied by the Competition Council in Romania.

Manuela coordinated the team that successfully obtained state aid from the Ministry of Finance for an investment in excess of EU 100 million and has assisted companies within various industries with the preparation of application files for financing from national and European funds, having also contributed to the drafting of state aid compliance documents (including submission of private investor tests to the European Commission during notification or investigation procedures).
